Teleporting Through Mods

Is there a way to set it so that a unit can only target certain things (so maybe I can put an immutable, invisible unit on each of the ground tiles that the teleporter can then target and attack, spawning the new unit)? Otherwise, I may have to settle with putting obelisks all over the map(which would support my needs) but then I can't have a piercing projectile that spawns new units so a teleport attack would be unfeasible.
