One more thing. You really need to nerf longships. When one of the players is a longship civ(especially Friesland) and the other is not, it's just impossible for the not longship civ to do anything before 14th. He could try to transport units early on but once the longships come out it's impossible to do anything. Sea dominance is so important in a water game. Having fishing ships boosts your economy immensely so that player has the obvious edge. Even against 14th century ships the longships do very well.
We've tested it in the editor against galleys and with any amount of even ships the result always was that around 40% of the longships survived. The price is around the same but longships only have 3 population and galleys 4 so it's obviously unfair competition.
