WRATHOFNORRIS writes: I'm not quite sure how windows 7 works, but on windows 8 even administrators don't have complete control over their computers, only trusted windows programs have complete control. Because turtle pack is not technically a trusted windows program it can not access the game files, you'll either have to drag the files you want to modify to the desktop or give yourself complete access to program files(x86) there are a number of tutorials to do this online
