Truly Imperial Data Edit Help

I have an idea to decentralize kingdoms in AOK. I plan to make it so you can have 1 town center in the Dark Age, 3 in Feudal, 5 in Castle, and as many as you like in Imperial. On top of that, a town center is needed to support houses. 3 houses per TC in Dark, 3 in Feudal, 5 in Castle, and 10 in Imperial.
I'm using hidden resources to do this, but I want the building to return its resource when destroyed so the player can rebuild. Does anyone know how to do this. Also, I would appreciate any input on balancing the numbers of houses.
