The unit (Legion of the Dragon) is from a book series, so there is little to go off of. Of course, this is a crossbowman version, in the picture above he has a sword, but the troops in the background have crossbows.
His Tabard is meant to represent this:
As for texturing, I don't know what more to add...it would seem a bit weird to have different textures on different parts of his body. But I'm open to suggestions.
Edit: I realize the texture is awkward and the fingers / arms are a little...twisted, but, as you can see, this is unnoticeable in the render at the AoK resolution. The only thing I may want to change is pulling his skirt inward slightly at the bottom.
