I'd do it this way:

Trigger (Looping: Yes; Activated: Yes)
Condition: Unit alive
Condition: Fewer archers (0)
Effect: Activate Trigger 2

Trigger 2 (Looping: Yes; Activated: No)
Condition: Timer: 5
Effect: Create Archer
Effect: Deactivate Trigger 2
