Light cavalry are meant to beat skirmishers, siege and monks and to do the occasional raiding. They're not supposed to be actual heavy units. Having more than those functions would just be op. Cheap, fast, all around trash unit.
Edit: John is right about the blacksmith techs. They were supposed to nerf arbalesters but have made many units much more immune to building and other ranged units. Which is a problem.
